Because the P12N is a wholly owned entity of the P12
and not supported by a network partner (Fox, ESPN, NBC, etc), distribution has been a major problem. Also, at least to me just observing from afar, it seems like no one is guiding the ship much.
I think the results of that network, coupled with what we have seen the BTN and more recently the SECN show the need for a network partner to give you some actual clout in the marketplace.
All self producing stuff does is cut costs and increase profits. Those increased profits are what is returned for distribution. While the SECN is wildly successful, it has been made more successful (read:profitable) by these self produced tier 3 stuff that saves ESPN millions in production and travel costs. Less expenses = more profits = more $$$ for everyone at the end of the year.
